The blaze started at 12:25 p.m. local time in a residential area, state broadcaster CCTV reported.
President Xi Jinping called the incident “a deeply sobering lesson” and urged swift medical care for the injured, investigation into the cause, and accountability for those responsible, according to Xinhua News Agency.
Unverified social media videos showed intense flames engulfing the restaurant, with smoke billowing and emergency crews assisting victims.
Hao Peng, party secretary of Liaoning province, stated that 22 fire trucks and 85 firefighters responded, and rescue efforts have been completed.
The fire is the latest in a series of similar tragedies across China. Earlier this month, 20 people died in a nursing home fire in Hebei Province. Last year, gas leaks triggered fatal explosions in Hebei and Shenzhen.
