Kogi Assembly moves to regulate rent, set up control board

The bill proposes the creation of a rent control board and task force empowered to set standard rent rates and enforce compliance.

Akus Lawal, representing Ankpa I constituency in the Kogi House of Assembly, has proposed a bill aimed at reforming the state’s rental system. Titled Kogi State Tenancy Law, 2025, the bill was presented on the assembly floor on Wednesday.

Lawal, who chairs the finance and economic planning committee, said the bill would replace the 2007 Rent Control and Recovery of Residential Premises Law. “It will improve administrative efficiency, enhance legal clarity, and align tenancy regulation with present-day realities,” he said.

The bill proposes the creation of a rent control board and task force empowered to set standard rent rates and enforce compliance. Key provisions include mandatory complaint resolution through the board before legal action, rent ceilings, tenant and landlord rights, and penalties for rent racketeering and unlawful eviction.

The bill also mandates agent registration, limits agency fees, and introduces a rent tax for landlords earning over N3 million annually.
