In return, Russia provided North Korea with air defense systems, electronic warfare equipment, missile guidance technology, and refined petroleum exceeding U.N. sanctions limits.
North Korea has supplied Russia with at least 100 ballistic missiles and over 11,000 troops to support its war in Ukraine, according to a report by the Multilateral Sanctions Monitoring Team (MSMT), comprising 11 U.N. member states.
In return, Russia provided North Korea with air defense systems, electronic warfare equipment, missile guidance technology, and refined petroleum exceeding U.N. sanctions limits.
The report, covering January to December 2024, includes satellite imagery and intelligence data confirming the transfer of North Korean weaponry, including Hwasong-11 ballistic missiles and heavy artillery, to Russian forces. These weapons have been used to target Ukrainian cities such as Kyiv and Zaporizhzhia, resulting in civilian casualties and infrastructure damage.
North Korean troops, deployed since August 2024, have been trained by Russian forces in artillery, UAV operations, and infantry tactics. The military cooperation was formalized under the 2024 Treaty on Comprehensive Strategic Partnership between the two nations.
The MSMT’s findings highlight violations of multiple U.N. sanctions and underscore the deepening military alliance between North Korea and Russia. The team urges both countries to cease such activities and engage in diplomatic efforts to restore international peace and security.
