A federal judge has temporarily blocked a proclamation by President Donald Trump barring foreign students from attending Harvard University.

A federal judge temporarily blocked a proclamation by President Donald Trump late Thursday that barred foreign students from attending Harvard University. The order, issued Wednesday, was challenged by Harvard the next day as “illegal retaliation” for rejecting White House demands.

U.S. District Judge Allison Burroughs in Boston granted a temporary restraining order, citing “immediate and irreparable injury” to the university. The proclamation invoked new legal authority after the administration’s previous attempt to revoke Harvard’s certification to host international students was also halted by Burroughs.

“Harvard’s more than 7,000 F-1 and J-1 visa holders — and their dependents — have become pawns in the government’s escalating campaign of retaliation,” Harvard argued.

President Alan Garber said the university is making contingency plans for affected students and scholars. “Each of us is part of a truly global university community,” he said Thursday. “We know that the benefits of bringing talented people together from around the world are unique and irreplaceable.”
