Decarlos Brown, accused of fatally stabbing Ukrainian refugee Iryna Zarutska, claimed in a jailhouse call that “government materials” in his brain drove him to kill.

The man accused of killing Ukrainian refugee Iryna Zarutska has spoken for the first time from jail, telling his sister in a recorded phone call that “foreign materials” implanted in his brain controlled his actions.

Decarlos Brown, 34, was caught on surveillance lunging at Zarutska, 23, on a Charlotte train on August 22. She died after being stabbed from behind while scrolling on her phone.

In audio shared with the Daily Mail, Brown admitted: “I hurt my hand, stabbing her. I don’t even know the lady. I never said not one word to the lady at all. That’s scary, ain’t it.”

His sister, Tracey Brown, said her brother had repeatedly sought psychiatric help but was released after brief hospital stays. “He was a high risk. He was not safe for society,” she said.

Police say Brown, who suffers from schizophrenia, had previously called 911 claiming he was being controlled by microchips.
