The National Assembly inserted 11,122 projects worth N6.93 trillion into the 2025 Federal Government budget, according to BudgIT, a transparency-focused civil society organisation. The insertions account for 12.61% of the N54.99 trillion budget signed by President Bola Tinubu. Among them, 238 projects exceed N5 billion each, while 984 others total N1.71 trillion, with little justification provided.
The CSO flagged anomalies, including N393.29 billion for streetlights, N114.53 billion for boreholes, and N505.79 billion for ICT projects. “Shockingly, 39% of all insertions—worth N1.72 trillion—were forced into the Ministry of Agriculture’s budget,” BudgIT stated. The ministries of Science and Technology and Budget and Economic Planning also saw inflated allocations.
Additionally, projects were wrongly assigned to agencies outside their mandates. For instance, the Federal College of Fisheries in Niger State spent nearly N1 billion in 2024 on unrelated community projects in Lagos and Ogun. Critics warn such practices undermine fiscal responsibility.
