In 2016, Buhari had announced a ban on government-sponsored medical tourism. Representing him, then-Health Minister Isaac Adewole declared, “We will certainly not encourage expending Nigerian hard-earned resources on any government official seeking medical care abroad, when such can be handled in Nigeria.”

Despite this, Buhari travelled to the UK two months later for treatment and ultimately spent 225 days abroad for medical reasons by 2022. In 2021, he was in London while doctors protested unpaid allowances at home.

In 2017, the EFCC froze $15 million across four Skye Bank accounts linked to companies named after domestic workers of Waripamowei Dudafa. Former First Lady Patience Jonathan claimed ownership of the money, stating it was for medical bills after undergoing eight surgeries. The EFCC denied her request, citing lack of verified linkage.
