Former NHIS Executive Secretary, Prof. Usman Yusuf, has alleged that ex-Accountant General Ahmed Idris withdrew N10 billion from the Scheme’s TSA without authorization. In a statement titled “Standing Firm For What Is Right,” Yusuf claimed the withdrawals occurred despite his efforts to recover over N100 billion trapped in 13 banks, violating the FG’s TSA directive. He said a forensic audit exposed the withheld funds, but senior officials, including ex-Minister Kemi Adeosun and CBN Governor Godwin Emefiele, ignored his pleas for intervention.
“The Accountant General illegally withdrew N10bn in two tranches (N5bn twice) without my approval as CEO,” Yusuf stated. He recounted how ex-EFCC boss Ibrahim Magu launched recoveries based on his evidence, retrieving billions from banks and HMOs. However, he lamented that the current EFCC leadership failed to review his anti-corruption track record before filing charges against him.
