The Federal Government has commenced full implementation of the Dual Mandate Policy across all Federal Colleges of Education (FCOEs), allowing them to award both Nigeria Certificate in Education (NCE) and Bachelor’s degrees. The policy follows President Bola Tinubu’s assent to the Federal Colleges of Education Act 2023, marking a major shift in Nigeria’s teacher training framework.

Education Minister Dr. Tunji Alausa hailed the move as transformative, stating: “This represents not just a reform but a revolution in teacher preparation.” The policy aims to improve teaching standards by expanding academic opportunities while maintaining the NCE program. Experts say it could address Nigeria’s teacher quality gap, though concerns remain about implementation capacity in all 160 FCOEs nationwide.
