House of Reps intervenes as PENGASSAN–Dangote face-off worsens fuel crisis

The House of Representatives has resolved to mediate in the dispute between PENGASSAN and the Dangote Refinery to safeguard private investments and ease the fuel crisis caused by the industrial action.

The House of Representatives on Tuesday resolved to intervene in the ongoing dispute between the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the Dangote Refinery, which has disrupted fuel distribution nationwide.

The resolution followed a motion of urgent public importance co-sponsored by Kano and Sokoto lawmakers, Alhassan Doguwa and Abdussamad Dasuki, titled “We need to protect private investment from adversarial unionism.” The motion highlighted the refinery’s strategic importance as Africa’s largest private petroleum facility.

The industrial action, which began on September 29, 2025, reportedly caused a loss of about 200,000 barrels of crude daily and worsened fuel scarcity across states. Doguwa said, “The House is aware that the Dangote Refinery is a strategic private investment of immense national importance.”

The lawmakers urged the Federal Ministries of Labour, Industry, and Justice to develop a framework protecting strategic investments from “adversarial and unlawful union actions” and directed NEPZA to enforce compliance with Free Zone regulations.

Following the debate, the House leadership was mandated to broker peace between PENGASSAN and the refinery in the interest of national economic stability.
