Judge Stokes freed Brown on ‘written promise’ before he stabbed Ukrainian refugee

Judge Teresa Stokes released Decarlos Brown just months before he stabbed Ukrainian refugee Iryna Zaruska, after he gave her a “written promise.”

Court records show Stokes freed Brown because he “promised” to return for his hearing. He had been arrested for misusing the 911 system, claiming he had “man-made” material in his body.

Before that, Brown had been arrested at least 14 times, including for robbery with a dangerous weapon and for assaulting his sister.
