Lagos to begin mandatory health insurance enforcement in 2026

The order requires residents to show proof of enrolment in a health insurance scheme to access public health services, excluding emergencies.

The Lagos State Government has announced plans to enforce compulsory health insurance for all residents starting early 2026, in line with an Executive Order signed by Governor Babajide Sanwo-Olu this July.

Dr Emmanuel Zamba, Permanent Secretary of the Lagos State Health Management Agency, made this known Thursday at the Ilera Eko Providers Forum in Ikeja.

“We want all residents to be aware and onboard before enforcement begins,” she said. “People in emergencies must be treated without first presenting an insurance ID.”

The order requires residents to show proof of enrolment in a health insurance scheme to access public health services, excluding emergencies.

Zamba also highlighted partnerships with the state’s Residents Registration Agency to deploy biometric card readers to prevent fraud and impersonation.

“This will eliminate impersonation and ensure only genuine enrollees benefit from the scheme,” she said.

The agency is expanding into telemedicine, diagnostics, and virtual consultations to improve access, especially in remote areas.
