Nigerian Police spend N22m on 85 cartons of cracker biscuits for officers on duty

A SaharaReporters investigation of Nigeria’s Govspend portal reveals that the Nigerian Police Force spent N22.282 million in three separate payments between August and October 2023 on just 85 cartons of Cream Cracker biscuits

A review of the public payments portal, Govspend, by SaharaReporters reveals that the Nigerian Police Force spent a staggering N22.282 million on 85 cartons of Cream Cracker biscuits for personnel on operations.

The payments were made in three tranches to Danlokey Systems Limited: N7.073 million on October 26, 2023, for 25 cartons described as “for logistics requirements/consumables for personnel deployed to carry out discreet security ops and info gathering activities”; another N7.073 million on October 4 for 30 cartons “for logistics requirements/consumables for personnel deployed to carry out discreet security ops and intelligence in Taraba State”; and N8.136 million on August 30 for 30 cartons “for logistics requirements/consumables for personnel deployed to carry out discreet security operations in Yobe State”.

Across the three purchases, each carton cost an average of N261,717—highlighting possible procurement excesses. Previously, the SaharaReporters investigation also uncovered that the police spent N13.3 million on 24 packs of Carla Rose toilet rolls—far above market prices—further fueling scrutiny of fiscal waste.
