No Nigerian state achieved a pass mark in the 2025 Transparency and Integrity Index, with Kaduna topping the list at just 49 per cent.
None of Nigeria’s 36 states achieved an average score of 50 per cent in the 2025 Transparency and Integrity Index (TII), released by the Centre for Fiscal Transparency and Public Integrity.
The non-governmental organisation assessed financial openness, procurement practices, human resource management, anti-corruption measures and citizens’ engagement across all states.
Kaduna ranked highest with 49.08 per cent, followed by Kano (46.86), Osun (45.97), and Rivers and Kebbi, which both scored 36.63 per cent. Kwara, Bauchi, Gombe, Oyo and Ondo scored between 35.75 and 31.75 per cent.
Twelve states recorded scores below 21 per cent, with Benue at 20.63 and Edo at 20.00 per cent. Cross River, Ogun, Ebonyi, Bayelsa, Lagos and Yobe scored 17.97, 16.19, 15.56 and 14.86 per cent, respectively. Delta, Taraba, Imo and Niger ranked lowest with 12.44, 12.00, 9.33 and 8.00 per cent.
Investigations previously revealed that many states abandoned open contracting portals after securing World Bank funding.
