OpenAI introduces new initiative to partner with countries on AI development

OpenAI has launched “OpenAI for Countries,” a new initiative to support nations in developing AI infrastructure aligned with democratic values. The announcement was made on May 7, 2025.

The program includes partnerships with governments to build local data centers, customize ChatGPT to regional languages and cultures, and enhance public services like education and healthcare. “We want to help these countries, and in the process, spread democratic AI,” OpenAI stated.

The company’s ongoing Stargate project—a major U.S. AI infrastructure investment—will serve as a model. “It’s clear… this kind of infrastructure is going to be the backbone of future economic growth,” OpenAI noted.

The initiative will be jointly financed by OpenAI and participating governments. “Together we can seed healthy national AI ecosystems… creating new jobs, new companies, new revenue,” the company added. The first phase includes ten partnerships, with plans for global expansion.
