UK shuts door on overseas caregiver employment

The UK government has announced sweeping immigration reforms, including an end to overseas recruitment of social care workers, effective July 22, 2025.

Home Secretary Yvette Cooper described the policy changes as a “complete reset” aimed at reducing migration and limiting reliance on low-paid foreign labour. “We are delivering a complete reset of our immigration system to restore proper control and order,” she told Parliament.

New care visa applications from abroad will no longer be accepted, though current care workers in the UK can switch visa types internally until 2028.

The reforms also raise salary and qualification thresholds for skilled worker visas. “The salary requirements for work visas are being raised in line with the latest Office for National Statistics data,” said Seema Malhotra, Minister for Migration and Citizenship.

The shortage occupation list will be cut significantly, with over 100 roles removed. The Home Office says the changes will reduce visa abuse, encourage local training, and address worker exploitation.
