The 2025 Henley Passport Index sees Singapore reclaiming the top spot, with the U.S. dropping out of the top ten and Europe and Asia dominating the list of most powerful passports.
In the 2025 edition of the Henley Passport Index, Singapore retains the global lead, granting its citizens visa-free or visa-on-arrival access to 193 destinations.
Japan and South Korea follow in second place with access to 190 destinations each.
A cluster of European nations — including Germany, Italy, Luxembourg, Spain and Switzerland — rank next with 188 destinations, while countries such as Austria, Belgium, Denmark, Finland, France, Ireland, and the Netherlands claim 187 destinations.
Further down, Greece, Hungary, New Zealand, Norway, Portugal, Sweden score 186; Australia, Czech Republic, Malta, Poland — 185; Croatia, Estonia, Slovakia, Slovenia, UAE, UK — 184; Canada — 183; Latvia, Liechtenstein — 182; Iceland and Lithuania — 181; and tied at 12th are Malaysia and the United States with access to 180 destinations.
The U.S. has “fallen out of the top 10 most powerful passports for the first time in 20 years,” tied with Malaysia for 12th place, marking a steep decline from its previous standings.
“Even before a second Trump presidency, U.S. policy had turned inward. That isolationist mindset is now being reflected in America’s loss of passport power,” said Annie Pforzheimer, a senior associate at the Center for Strategic and International Studies.
